He attended Cherokee Elementary School. His maternal grandmother, Rosa Vargas, preceded Jacob in death. In addition to his parents, Jacob is survived by: his brother, Joshua Miguel Francisco, of the home; paternal grandparents, William B. and Marilyn Francisco, of Byrdstown, TN; maternal grandfather, Sixto Gallegos, of Milagro, Ecuador; three uncles, Carlos Gallegos, Danbury, CT, Manuel Gallegos, Milagro, Ecuador, and Sixto Gallegos, Johnson City; five aunts, Annette Irwin, Lansing, MI, Carmen Buenano, Elisa Chacon, Sarita Gallegos and Patricia Reynoso, all of Milagro, Ecuador; cousins, Brittany and Courtney Irwin, Lansing, MI, Christopher Gallegos, of Johnson City, and numerous additional cousins in Ecuador.

The family of Jacob Francisco will receive friends from 6:00 PM until 8:00 PM Thursday at Morris-Baker. Bunnie R. Stallard, 89, died Monday, June 28, 2004, following a lengthy illness. She was preceded in death by her husband of 62 years, Harley T. Stallard; and two infant children. Mrs.

Stallard was a retired elementary school teacher and a talented seamstress. She was a member of the First Baptist Church of Big Stone Gap and of the Northside Baptist Church, Dade City, FL. Stout, 82, 118 Ridgewood Lane, Elizabethton, went home to be with his Lord and Saviour Jesus Christ and his loving wife of 60 years, whom he missed so much, on the 29th day of June 2004, at the James H.

Quillen VA Gilbert Stout Medical Center. Now they are together again forever, and they will never have to part again. Dad was a loving father and grandpa and great Grandpa. He loved his God, and his family so much. He was an active church member.

He helped found the Valley Forge House of Prayer and served as a Deacon there for many years. He was preceded in death by seven brothers and sisters, fifteen halfbrothers and sisters and his wife, Aness Imogene Stout on April 2, 2004.

DALLAS Thousands of Texas teachers are rushing to retire before a lucrative loophole in Social Security law closes, but there's one catch: They must first spend a day washing windows or scrubbing floors. Most Texas teachers do not pay into Social Security and instead participate in a state pension fund. d.

But the loophole allows them to receive Social Security benefits if their last day of work before retirement is in a job covered by Social Security. School districts around the state helped teachers out by hiring them to work janitorial or maintenance jobs for just a day. The loophole ends today. Junior high school principal Margie Nancarrow said she wanted to spend at least two more years at her school in suburban Dallas, but the benefits were too tempting at a time of soaring costs for health insurance and prescription drugs. "I'm not wanting to do anything extravagant," said Nancarrow, who spent her last day before retirement moving furniture.

"I just want to live a modest lifestyle and take care of myself and not be a burden on anyone else." The loophole allows teachers to double-dip into retirement benefits and collect both their state pension and Social Security money. By doing the janitor work, they become eligible to receive Social Security spousal benefits equal to one-half of their spouse's monthly Social Security check. For Margie Nancarrow worked one day as a janitor to be able to double dip in retirement. instance, if a teacher's husband receives $1,000 a month from Social Security, she would get $500 while also receiving a monthly pension check. Congress changed the law in February after auditors estimated that the loophole could cost the Social Security system $450 million.

Auditors also reported that one-fourth of all Texas public education retirees, or 3,521 people, had used the loophole in 2002. Use of the loophole appears to be on the rise this year as well. The Teacher Retirement System of Texas processed 35 percent more retirements from September through May than it did in the previous year's period. The loophole's use has been most extensively documented in Texas, but there are about 2,300 state and local retirement plans nationwide. Some of those employees could have used the loophole, auditors said.

Some argue that school employees are taking advantage of the system. "The fact that something is technically legal doesn't make it appropriate or ethical," said David John, a research fellow with the Heritage Foundation, a conservative think tank. "A teacher is supposedly instilling in my children a sense of responsibility and a sense of worth, and you don't see that when you sneak around a rule and find a cute exception." Nancarrow paid the Lindale Independent School District $350 to move furniture in a library so the carpet could be cleaned. She was among 3,500 school workers temporarily employed by the district. She resigned from the Richardson district on June 25 and retired Tuesday after one day of work in Lindale.

By BEN INGRAM Press Staff Writer ELIZABETHTON A Piney Flats man who police found early Tuesday sitting on the hood of his car crying was found to be sitting on something much more explosive a grenade. After being called to investigate a suspicious person at Burgie Drug Store, 1000 W. Elizabethton police found William Puckett, 21, 447 Bay Hill Drive, Piney Flats, sitting on his car crying.

Puckett told officers he was crying because a friend of his was driving while intoxicated and that he had just lost another friend who was driving under the same conditions. Puckett was given a field sobriety test and officers found he, too, was intoxicated. Puckett was arrested and as officers were conducting an inventory of his car they found the grenade. The grenade still contained the retainer clip and pin. The Johnson City Bomb Squad was called to the scene and upon dismantling the grenade discovered it contained what appeared to be explosive material inside.

The grenade, however, did not contain a primer. Puckett told officers he was a member of the East Tennessee State University ROTC program and that the grenade was a "dummy" grenade. The grenade was determined to be an improvised explosive device. Other items found in the car included a bag of smokless powder like that found i in the grenade, an empty box of blank ammuntion and a 2001 Science Hill High School Yearbook. The yearbook contained several statements by Puckett's classmates referring to his fondness for blowing things up.

Puckett was charged with public intoxication, possession of explosive components and possession of prohibited weapons. He is scheduled to appear in Sessions Court on July 12 at 9 a.m. Woman pleads guilty to arson Eight-year term to include stay at rehabilitation site. McNeil, 41, 902 Ashley E-9-85, pleaded guilty in Washington County Criminal Court after agreeing to an eight-year sentence that will include about a nine-month stay at a drug rehabilitation facility in Memphis. She has served 17 months in jail, which Judge Lynn Brown applied to her sentence on unrelated bad check charges. Prosecutors contended McNeil set a fire at a former residence, 111 W. Chestnut on Oct. 25, 2002.
